The secret of these photos is that everyone is walking atop a stone retaining wall during high tide, which extends across a section of ocean in Waikiki.

Many tourists with young children will swim in this area which is safer than the open ocean on the right side of the wall which is bordered by a row of rocks extending from the sandy beach to the wall.

However, since the wall inhibits the waves and the water cannot rejuvenate, during the day, it becomes more polluted by the people, including children, who urinate in the water while swimming.

You can tell the difference in the water quality in this ocean "wading pool" compared to the open ocean which is self-cleaning by the strong movement of the waves.

However, the high tides clean out the wading pool somewhat, and, therefore, the mornings are cleaner than the afternoons until washed out by the high tides again.
